the story's in your caption, not in your image...you needed to go across to the middle and shown the cars backed up down the road. as long as you're not interfering with emergency personnel, you can go anywhere you want...

I am of two minds on this images. From an artistic point of view the mist and the sunshine set a mood and make the photo interesting. On the other hand the muted colors and the featureless sky make it so that that interest is more fleeting than it could be. Perhaps if there were a zoom/view with more/larger siliouttes on the horizon it would have pumped up the sky.
