WOW ... i find this image so appealing .. the empty seat and the dark ominous cloud .. excellent lighting with the seat in shadow .. there's a wonderful story here that is begging to be told .. love your perfect processing .. everything totally works .. i'm not voting yet but wanted to make a comment anyway .. :)

main subject looks to be the fence post. should have had surfers in focus or moved your viewpoint to not have the fence and then get closer to surfers to better see what they are.

I think i'm to assume that the dark blobs in the background are the intended subject to be moving into/ out of the frame. It's a bit of a stretch of the imagination to invision surfboards on their shoulders. Perhaps a deeper DoF was needed to properly include the intended subjects into the composition.
I'm not trying to be mean or cruel, just trying to give an honest opinion of what I see.
