The balloons might be at right angles to each other , but it is strecthing it to say that this angle "produce the strength of the image".

Technically it is a good picture, the sky could be popped up with a bit more color, the color on the ballons is great. Two distractions though, the tree in the left foreground and the shadow on the building.
