This is one of those rare shots for me where I almost think it would work better in color. Yeah, I know, bite my tongue! But you've got all those displays and billboards in color vying for attention (which of course will make it entirely too busy, but in my opinion that's the point of it all) but in B&W (or in this case a duotone) it becomes a bit more of a mishmash than a happy medley. As for the duotone bit, you can use the CS4 options - I like some of 'em - or you can use a color balance adjustment layer and play with the sliders to find a combo you like.
