I like this, but I'm not sure if the person is holding another person in his arms, or something else. Maybe wearing a cape? It's hard to tell but I think that is part of the story this is trying to convey and I'm just not getting that part of it.

There is clearly a story here, but I'm not sure what it is. It could be that she is distraught and he is a strong rock that she can lean on in a time of emotional need. Or, it could be that he is unemotional, uncaring, and cannot sympathize any more than a rock. -OR-, it could be that he is just like me and wants to offer his support, but is a dense male and does not know what to do, so he just stands there.

Good street photography and deserving of extra pointage for making me stop to look at it and think about what may be going on.

The overall feel of the shot, including the slight as-shot tilt suggests this could be a bvy entry.
