What's not to like? :) It is a lovely scene that fits the challenge extraordinarily well.
The only little nitpick and it obviously didn't affect your score negatively, is that your horizon is completely in the middle. While this affords a nice view of both the sky and water, moving it up or down might have made it feel more dramatic.
THAT SAID, I think this image exemplifies how the "rules" of photography can be broken and still be a wonderful, strong image.
Great image and congrats on your ribbon.

Overall, I like this. It has a very modern feeling to it.
Compositionally, I think it would be more effective to crop it so that the eye wasn't showing. Having the single eye is a bit disconcerting and throws the shot off-balance a bit. Also, a tighter crop would help to emphasize the sugar on the lips more, whereas now it could be anything (but is assumed to be sugar because of the challenge).
Technically, you have achieved the high key look well. However, there is a fine line in HK photography that when crossed, you lose important details. I think that is what happened on the lips. If the sugar had been really sharp focused and clearly sugar, I think the shot would have been more effective for the challenge. As it is, though, there is a lot of detail loss on the lips and it almost looks like she just needs a good exfoliation. :)
Again, personally, I really like the shot. I think for this challenge, though, a stronger focus, and clearer focus, on the sugar would have made it stronger.

This is a neat effect.
Compositionally, you have done well to have three main elements (two people on either side of the light), but because they are basically linear, it makes the composition feel a bit static. Perhaps if the light was higher in the frame, or further forward, it would help to create a stronger composition by giving the eye a broader path to follow.
Technically, I really like what you did with the light. It is a touch blown out, and a bit nebulous looking, but the "ray" or beam is very interesting. It kinda looks like a science fiction or fantasy movie where they find a relic, it glows, and they are whisked away to another world.
I think it is a very interesting shot, and could really tell a story. However, when voting, the voters seem to want the obvious and the clear. Your shot may have suffered from that.
