COMPOSITION
I really like how the picture "starts" on the lower left, and takes the eyes up the stairs, back to the left, and then over the bridge. It definitely allows the eyes some movement in the picture, without being overly busy or cluttered. Probably because of the way it is colored, though, the sign becomes the main focal point to me, instead of the bridge. It just kinda jumps out at me.
Would it have been possible to crop the pole out some way? It kinda distracts from the overall quality, I think.
Someone below mentioned moving some to the left. If you could have gotten more of the expanse, in addition to the steps, I think that would have been really effective.
TECHNIQUE
The focus and lighting work well together to give this picture an "aged" look, which suits the subject well.
OVERALL EFFECT
Your composition, and use of sepia, really gives the impression of "CLOSED" here to me, os I think you have done a good job. Some minor things in teh general composition may have made it a stronger picture for more of the viewers, however.
Best to you in future challenges.

COMPOSITION
I like how you have composed this shot so that the bridges lead the eyes through the frame, and then rest on teh structure on the right. It is a neat contrast of the bridges.
TECHNIQUE
Your focus does seem to be a bit off. Were you using a tripod? If not, and you don't have one, a lot of times you can get by with using a bag with flour, rice, or something like that in it as a portable bean bag. Put the bag on something, then rest the camera on it. this eliminates any camera/hand shake. Or, since it looks like it was a bright day, I would also try to use a fast shutter speed.
You have some nice colors, but overall teh picture is a little flat. Maybe add some saturation or play with the contrast levels some if you can. That may help bring out the details in your picture. Also, if you have a polarizer, that may have helped your colors have more depth to them.
OVERALL EFFECT
This is a nice picture to look at, and you have met the challenge well.
