There are a couple of things that I really like about this photo. One is the strong diagonal structure that is created between the white line and the red vehicle. That makes a nice balance, I think. The red also provides a focal point in a critical part of the frame. The other is the streaks on the pavement. Again, that adds to the movement feeling of it, and says "speed" to me.
One thing that would have made it even more effective, I think, though the risk is probably not worth it (okay, the risk is definitely not worth it, but if you ever decide you want a new camera, you could try it to get rid of this one!) is to have the camera even lower so that it looks like you are looking forward instead of down. That crazy idea aside, I have to agree with a couple of others about not having a clean car. Of course, I understand that you weren't exactly planning this shot, and heaven knows yours is far cleaner than mine, but those things are painfully noticeable in shots like this.
Also, and I don't know if it would make any difference or not, perhaps a bit more contrast to give it a touch of "punch" might help.

Anna, of all the shots I have seen of yours, I think I like this among the best. The color is awesome, and you exhibit a lot of "control" over the focus and stuff. It is very clear and doesn't have a lot of the noise or grain that some long exposures do. I also think it reminds me of speed because it looks like something travelling in a circle really, really fast.
My only critique is that it needs to be rotated clockwise so that the "loops" are almost at a 45 degree angle and could fit in the entire frame. OR widen the framing to include the tips. If you did that, I think it would be more effective. Right now, it looks like it was an "accident" that hte edges were cut off.
I am seeing a lot of improvement in your photography. Keep shooting, take the bad with the good, and chalk it up to education. Who else has more fun than us????
