Needs a focal point or something of interest to anchor the eye. The shadows alone don't cut it. The light pole on the left is overexposed and the car to the right is underexposed. And both are clipped by the edge of the frame. That aside, your angle doesn't really show us anything but the ground and the sky. Maybe if we could (better) see storefronts or people, it would make for a more intriguing image.
