Composition: This is okay but it could be stronger. You could either focus on one building or back up and get more skyline. Because there's only a few buildings they all seem to be fighting for prominence in the shot.

B&W conversion. There are a few techniques on effective conversion. One of the simplest is desaturating the image. It is also the dullest. I would recommend googling on how to do this. With a better conversion you would get more striking tones in the picture.

The sky: The sky is somewhat overcast but I can see that there is some details in the clouds. A flat sky looks dull. A sky with lots of details in the clouds looks great. Increasing saturation before the B&W conversion would also help. Unfortunately having the sun in the middle of the shot removes a lot of the detail in the clouds as well. Recomposing and putting the sun off to the side would help compositionally and also with the lighting.

Not really getting a feeling of panning in this shot. The guy in the background is also distracting. In fact he is the only evidence of motion in this shot (aside from the fact that the subject will be coming down at some point)

Not really getting a feeling of panning in this shot. You also need to blur the background to show motion. Since the subject is IN the background thats not likely to happen with this shot. Sorry.. :(
