Your out-of-focus part of the photo is still too "in focus" to evolve into good bokeh. Also, the subject you have in focus might be something a little more captivating (like a hair braid end, hair bow, or her collar). A noble effort!

The bokeh is mixing with the movement and distracting from what you are trying to accomplish. The bars are quite large and take away from your subject in focus. I'd try to get a little closer to the bars and stand stationary and this should work better.
