Degree of difficulty is very low for an image capture of an owl in captivity. If this owl was not confined by a leather tether, please let me know. So, you found an owl at a rehab center or zoo or menagerie and you stuck a camera in it's face. Excellent closeup, but no environment, no background, no foreground. My recommendation for improvement is that you mention the name of the hosting facility. That's the least you can do. Congratulations on your top 10 finish.

I think the frame is too much. But, I love the image. One of the best b&W images I've seen. My choice for blue. The gradients are awesome. The tonal range is very eye-pleasing. Hope to see this ribbon.
