Excellent. That yellow eyebrow pretty much cinches this bird as a Pacific Golden-Plover, Pluvialis fulva. They migrate to northern Alaska coast to spend their summers. Yikes!

Could be one of several Plovers. From your description, most likely the Pacific Golden-Plover. The field mark of note is the "yellow eyebrow". Great photo. Love the low angle.
