I was hoping there would be some description with this image. My assumption is that the person on the ground is a beggar - the metal pan can makes this clear. This is likely a stunt to provide pity and to theoretically make money. The others are people passing by who have seen this more than once in that area and are essentially trained to ignore it. The way it fits the challenge is that being underwater is another term for being in debt - also there is staining on the steps that cascade - this is another use of water - and the bottom of the stairs is under that as well. It is quite a splendid capture that deserves the egg:
