Technical flaws that I think hurt your score: the color of the sky is artificial - too much cyan from what I am seeing. Several sensor dust spots can be seen in the sky. The tree line has haloing indication over sharpening done in post-processing. Ona positive note - composition was executed well.
There isn't a subject of strong interest, thus no WOW factor. Most people like to see a story being told by an image. There is no story here.

I think a 5.5 was a pretty fair score on this image. Whiule the colors of the lights down the road are striking, there are too many other improvements that could have been made to score this higher.
