I don't know what it is, perhaps the hairstyle and or the makeup but she looks German. Funny how the colors of the lollipop are used around the eyes as well. The turned away eyes and seemingly rotating candy makes it look like she has some interesting thoughts. |

Good photo, great lighting. I like the calming balance of skin tones, the black and the background.
You wonder why she has her shoes slung over her back. Tired feet of wearing high heels probably. That would be a little bit more clear when I can see one of the stilletto heels a bit more clear.

Dublin Bay at Nightby DimyComment: Try to fill the foreground with a little bit of fill flash (or wait for moonlight). Just keep it in manual + flash with negative flash exposure compensation of 1 to 2 stops and leave all other settings untouched.
Take a hook with you to hang some weight (like a camera bag) on your tripod cental pillar. That would help to avoid wind motion.

I think that that is more the result of the f/4.5 aperture with close subject focus.
