The small frame won't help you. The dull colors, purple fringing, blurred focus.

it adds to the weird mystery of the Shot. A dark figure in the background would be nice, maybe a lower angle.

DNMC police strike again. The oak leaf is a nice touch.

All I can think of when I read your description, is Lethal Weapon- "When I was 19, I did a guy in Laos from a thousand yards out. It was a rifle shot in high wind. Maybe eight or even ten guys in the world could have made that shot. It's the only thing I was ever good at."
