I'm not sure what the tilt is meant to add to this shot. I see it's nearly parallel with the 30 sign... but not enough for that to be the obvious reason. It's also not parallel with the embankment on the left.
I don't think anything's lost/gained with the tilt.

While the long exposure does add a sense of motion to the waterfall, I think in most cases you need a clear reference of stillness to admire the motion. I don't think this is one of the those cases I'm afraid.
I like the subtle use of tilt in this. I think it's a lot better than was there a significant amount more.

I'm not sure if the 45 degree tilt fits this shot. It's an excellent photogrpah. But I think maybe 30 degrees would have suited it better.
