From what I can tell they are some sort of parasitic "tick" that prey on insects.... There are several stages of "fullness" to them if you look closely, just like regular ticks. This poor guy has so many of them that I don't at all doubt this may be fatal..

Why do I feel a need to squint when looking at this... ? :)

I think it's the specular reflections in the upper left on the water messing with my head.
