I have been trying to develop a two layer technique. I am not sure whether other people do it or not but last one month or so I have done some portraits with this. Here is how this works.
The glow in your photo is due to blur effect. Using blur for this type of effect is common. But what is not common is to use blur and sharpening both on same image. Since they are antipodal. Try this.
Create a dublicate layer. Adjust the opacity of top layer to 35 %.
apply sharpening on top layer. Now go to base layer and apply Gaussian blur. See the effect. You can adjust top layer opacity to your taste.

Take care of yourself. I wished to do a small painting for you and send you. but was not able to find time. Yesterday took out brushes after months and felt like I have forgotten everything I learned. Its been ages I painted anything.
