I see you used Photoshop Elements to do the Post-Processing on this and offer a couple things that would have really helped this. To correct some of the washed-out look and general lack of contrast, a simple Auto-Level adjustment could have been done, then edit, fade auto-level adjustment to about 75%. Another thing that is hurting this is the image compression, causing a lot of compression artifacts / blotchy sections. When saving the image for a challenge, use the Save for Web method and use the full 150Kb available for the challenges. That method will remove all the non-image data from the file and bring the quality way up.

Good shot here, though a tad harsh in my opinion - looks like it was a desired effect in post-processing too. What really makes this work is getting just enough of his uniform insignia there.
