"Looks staged", but i also had the idea of "go somewhere cool, walk around and just take random pictures, hopefully something cool comes out of it" which i think is what you did here.
Apparent that it's not a long exposure given the distinction of the water near the rocks. Definitely an interesting image :)

I'd prefer that even a bit of this remain in focus, but it's still apparent what we're seeing here so I won't be harsh with my scores given the nature of the challenge. Call me a "normalist" but i still like to see something clean in photographs and not have the entire thing fuzzy.

this shot definitely feels like you were not paying attention when you took it. that's very much the criteria :)
i'd normally rate this type of image lower since i dont' "get" all-blur images, but in this case i'm going to give it double my usual rate :)

Happy to see you that entered this one when I looked.
I feel it would be wrong for me to vote when I was offering advice between this photo and your alt choice before entry, but I would personally have given this one an 8 as the feel very much seems like something taken without looking, yet it still retains the look of a great picture taken in an askew manner.
I don't know particularly why, but I love the fact he's walking over the big crack in the sidewalk at the time you snapped this, and the background seems fitting for "keep your head down and just walk". :)
