I like the concept, but maybe it was more interesting to make the photo from the side, with the swimmer focused and the water moving?

You have captured motion blur yes but i feel you are at the wrong angle i feel you could have been position from the side that would have given you a better perpective and the motion blur would have worked well

This is just out of focus, and not really interesting enough to be great. Maybe a side on view next time with his arms going up, using 1/25th shutter speed.
