 Car panel, shot at the Super Southern Swapmeet, an annual event in Ballarat.

This reminds me of a dinosaur character from some cartoon or something, but I can't quite pin it down.

Actually the way I see it is with a 3/4 profile - the large hole as the eye and the two smaller holes to the right as nostrils. A hole on the left could be an earhole and the top hole can be conveniently ignored. (Or else he copped an anachronistic bullet to the top of his head.)
