 Opened in Camera RAW and edited for 4 different images:
Sky, Water, Foreground, Tree on right.
Blended together with masks using gradients and painting.
A bit of saturation adjustment and sharpening with different strengths on each individual image before flattening, Tony Kuyper's Triple Play, remove sensor dust, a bit of noise reduction (probably should have done this at the start), a bit of dodge and burn, Adamus sharpen and resize.

Interesting idea to combine several different copies of the same image, processed differently, to come up with this fascinating end result.

Thank you for including your steps because it gives a whole new way of looking at a difficult exposure.
