 Also found a quick tutorial on making this DRAGAN style on youtube.

besides minor tweaks the basics are:
Open, dup image, Adjust levels, make high pass filter layer and mask everything except hair, eyes a bit of the face, dup image again, convert to B&W, reduce opacity to show through some colour (like 20%), new layer from visable, set to multiply and mask out middle area to show face, duplicate multiply layer and mask again.
Voila...
