Use the "Sketch-pencil" preset in Topaz adjust as a starting point for this. Also threw in a bit of clarify, some contrast adjustments, and some selective adjustment of the foreground and sky separately.

No, I did tweak the preset however to darken it up a little.

Lots of good details in the shadowy parts. The filter you used is pretty effective here. I have never used that specific filter. I may try it based on your good results.

I really like the metalic feel. It feels nice and smooth, but isn't lacking in details either. There's a bit of haloing though, but not so much that it offends the eye.
