This was taken at night, so the shutter speed was very slow, and the image was very noisy and had motion blur from the subjects dancing.

Basic editing (including the border) was done with Photogene on the phone, and then CS3 was used to reduce the noise. Finally Topaz Simplify 'Oil Painting' preset was used to clean and clarify it.

That is just the funnest (is that a word?). I love the painterly quality. The happiness jumps off of the screen.
