 I was outside today and saw this... I haven't a clue what it is. It isn't a rainbow I don't think, as there was zero rain or anything going on. Any ideas?

That's beautiful. I have seen something a bit like it once, but not as spectacular.

That's an alto cirrus rainbow. It's caused by sunlight shining through ice crystals in the cloud tops. Here is an extreme example from Florida.
