I am hoping the voters "see" the double reference to order here. The architecture of the building itself hopefully shows order in its Corinthian columns and domed roof while the function of the building is where provincial laws are passed.

Photographers Notes: Ideally I would have like to have used a longer shutter speed to really smooth out any ripples however I didn't have my tripod on this trip and 1/8 second was pushing it for shutter speed I think.

Editing: Monochrome conversion in Silver Efex Pro. Exported the resulting tiff. In PSP XI I resized to 1600, ran two passes of plain old sharpen and then resized to the final 800 and exported as JPG for submission.

I think you did nicely with the duotone. Depending on what is to the left and right, this may be a shot for a square crop with the reflected horizon splitting the canvas in two. Right now it feels a little cramped on the left and right. Clouds, again, might help, but if you have a gradient going (like you do here) they aren't necessary and only provide a different possible avenue.
