Pity the light at the bottom is a bit harsh it spoils a wonderful picture just enough for me not to vote a ten. Reaaalllyy great.

Doesn't really appeal to me, but technically good. The blue circle around the fountain seems somehow odd too me, at first glance it seems like you burned the highlights and it gave this effect.
