 This was a LOT of skew adjustments to square the buildings up, then a significant crop to isolate it, Topaz Detail (I forget which preset) and attention paid to the tone sliders to bring out the bricks, then select for sky and apply a blue gradient on a multiply layer to give it life, then select the street and run a dark brown/black gradient on another multiply layer to tone it down.
