 cropped to get rid of distracting cars.

Topaz adjust to get rid of some of the overblown bits. Just increase the adaptive exposure and regions sliders.
I also decreased the noise through Topaz adjust

I desaturated it through Hue and sat.

I then used the action gothic glow over it to give it a glowy look.
