After processing to bring up the colour I started experimenting in a different direction altogether.

In PSCS3
Select whole image
Transform>distort
Crop
Select sky with magic wand
Brightness/contrast increase contrast, decrease brightness
(next few steps I've skipped as they are irrelevant because I changed my mind)
Duplicate layer
Photoshop Elements Wow styles, a style which is almost sepia but still has some colour.
Flatten
Filter Forge Freepack old photo,
Fade FFF old photo to 50% opacity, normal blend mode.
Filter Forge Freepack photo frames, grunge frame, altered the colour and other aspects from the preset,
Crop again because the frame was too heavily surrounded by black.
Resize, stw.
