My editing steps

In Picasa
Sharpen, soft focus.

In PSCS3
Copy and paste Picasa edit onto original
Blend in lighten mode at 50%
Erase soft focus layer over eye area.
Clone out stray hairs, mostly with clone tool, partly with spot healing brush.
Copy and paste and flip part of eye on left of picture to supply information for eye on right where hairs crossed it. Erase any unnecessary bits of this layer.
Sharpen tool on eyes.
Lassoed eye area and increased contrast.
Dodged a few hair highlights.
Added Filter Forge Freepack frame - watercolor frame#2 (Maybe a mistake. I saved at this point and when I did some more work the program crashed and I would have had to start all over again to change this, or else crop too heavily, which I tried but didn't like.)
A little more contrast/brightness and a small increase in saturation.
Some blur tool to even out some light spots on her skin.
Resize and stw.
