The subject doesn't stand out anymore than if the blue was still showing in the water. There should be other colorful objects desaturated out of the background to make the subject really standout.

I like the bright colors on the kid and the effect of swirling water, which works well in B&W.

Looks like he's having fun, nice capture! Also desaturating his face and arm would have made the lifevest stand out even more, I think. 8

Good job, although this might be better with _just_ the life jacket in color. Could make it that much more obvious.
