There's a lot to like about this, it looks like an animated oil painting. This needs to be huge, and hanging on a wall.

The brightness of the choppy waves and the sailboats works well together and really pop against the darker background. This is really great!

This overlay really adds to that stormy feel. But what's so cool is the vertical lines of the filter contrasting with the diagonal lines of the sails - awesome.
