I thought this may have been JayA when I was voting. My home town so recognised it instantly. In fact I almost submitted an image from just around the corner. I quite liked this.

The texture in the building isn't quite right. Looks like some aliasing -- perhaps too much sharpening?

Both the image and title make me think of Stingray. A 60's kids show that has a military base called Marineville, and similar looking buildings that retract underground. (I love that stuff.)
