 Rotate, heavy crop. Maybe too much crop, but I couldn't get too close, and there was a lot of junk in the foreground (set up for GWU Graduation this weekend). Psychedelic, then 2 passes of Portrait Smooth.

I love the colors that popped out in this! The crop is perfect for what you had to work with, this is quite lovely.

Who would have guessed you could get this beautiful image from that rather ordinary original. BTW, I like the crop. I probably would have adjusted the color to remove the pink cast on the dome, but I like it the way you have it.
