 I started by selecting the white area in the image with the magic wand and rendered clouds to create more interesting sky and reflection.

Then applied TA Spicify preset at 65% opacity. Then Hue/Sat to tone down the sky, and Color Balance on the entire image. Finally did TA Mild Color Pop followed by USM for contrast.

Wonderful color saturation. I feel like a broken record with "great detail yada yada yada..." but it really is true. Nice clouds, too!
