Doesn't strike me as a motivational poster in any way of form. I have a strong suspicion about whose entry this may be.

My Previous comment was inappropriate, I apologize,
I'll give it another try:

Composition is kind of flat in here, nothing to be considered the center of the attention, I think it would be improved if we for example removed the cars, the girl sat on the platform, included the boats without all the distracting objects that surround them, this might higher the score of this image to 5, if we chose the right moment to shoot it, lets say sunset or sunrise, this might raise the score to 6-7, the last this to deal with is the low resolution, it is either low resolution camera, or lots of noise,
If the problem was the camera, I can't help with that, but if it is only noise related to ISO, I would suggest using NeatImage.com software, it is free and remove the noise, but overusing it might make the capture looks soft.
I'd say planing a shot has to be your first friend in here.

It is a cool composition, for sure. Therefore the technical side is a bit a pity: blue tint, lack of contrast, noisy.

this photo lacks of a border and motivational message in the photo(I'd prefer there to be one, consider it as you were writting a motivational letter and following certain rules)and the quality of the photo is not so good

I am not seeing the motivational part of this photo, nor with the title. It is pondering what to do, not motivating me to do anything.

The photo is cluttered with many elements on the right hand side, most of which do not add anything positive to this photo........
