First I flipped it, then I cropped it. Next...
TA crisp
Silver Efex Pro to convert to b&w
Duplicate layer, apply TA smooth & flat, then mask out everything but the water
Combine those two layers, then Silver Efex Pro again to add some color, increase contrast and detail
Duplicate layer and once again apply TA smooth & flat to water portion only

Very clever with the rotation. I was disoriented a bit lol. I love how the topaz enhanced the details of the cement supports.
