Processing in CS3:
1) Brightened the eyes a tad -- Copy eyes to new layer, set to screen mode, adjust opacity to taste then merge down.
2) Clone out red in lower left corner, and crop a tad to remove white bit in lower right corner.
3) Unfortunately I took a short cut here and used a pretty expensive plugin filter called Portraiture by Imagenomic. Although it is meant to glam up human faces, I find it can work quite well on furry faces.
ETA:
Actually, you can get a nearly identical effect using the Ambience filter in Virtual Photographer (which is free), you just have to mess with the settings a lot more and then desaturate it somewhat afterwards. If you desat, do it on a Hue/Saturation layer so you can mask out the eyes and keep their color.

4) Duplicate layer twice. On the first duplicate, apply gaussian blur at about 9 pixels. Mask out eyes and some detail around face fur and whiskers, and then set layer to 70% opacity.
On the second duplicate, apply filter Diffuse Glow, 0 graininess, 12 glow amount, 13 clear amount; set opacity to 55%
5)Levels layer, adjust to taste.
6)Merge everthing to a new layer using ctrl+alt+shift+e (a GREAT keyboard shortcut when you work with multiple layers), then do a bit more cleanup cloning in turquoise wall.

Since you probably don't have Portraiture, and the trial version leaves a grid mark that is impossible to clone out, I'd be happy to run your image through at the settings I used (or just send you the PSD file I created :-) Feel free to PM me!

By the way, that is an EXCELLENT image of a beautiful cat!
