I expect that this version of the picture would be legal, as processing consisted of cropping, making two duplicate layers, using auto levels (and maybe NI) on the first duplicate and painting out the car, people and all the white you see here with a layer mask on the top layer. I did burn the windows a bit, which might be dubious, but the picture is essentially the same as the dq'ed one and arrived at more easily.
