This is downtown Fort Wayne, Indiana (at least some of it). The domed building is the Allen County Court House - a beautiful building which had another building blocking the view of its front until about 10 years ago. The skyscraper is the Lincoln Tower - built in the 30's in Art Deco style - at one time one of the tallest buildings in the state. The modern box (partially visible) is the City-County Building. Oh how far we've come in the last 70 years or so.

Seems a little overenhanced to me. Almost like a cartoon in spots. I might like the look with a different subject.

Around the top of the buildings, it seems that you might have used a tool that is not allowed during post processing, but I am not sure

Trees in foreground are distracting. There is also a very slight glow around the buildings. The glow looks like it is caused by the over use of the unsharp mask filter.
