One of many sax players on the street this night.

Since I couldn't get a decent "still" of this guy and the background, I decided to roll with it and go with a more artsy processing. Hope the background adds without being a distraction.

Using CS3, convert from raw, adjust perspective, rotate, crop, curves, dodge&burn, clone out lens flare & other minor distracting element, combination of dry brush over fresco layers (with opacities of 31% & 44% respectively) over the non-filtered version, resize, selective usm, add border.

With the motion blur I can almost hear his melody. I think the tungsten cast on him competes with the buildings behind him. Would a b/w conversion work?

the paint processing gives it an interesting feel for me. I wish he had a more plain background with the building on his side...perhaps that wasn't an option

"Soulful" really does suit this well. I really like your choice of composition, from the low angle and incorporating the full tower. I'm kinda on the fence about the processing, but I suspect the long exposure led to motion blur and this does address that, making a more cohesive "figure" so to speak.
