Clive 81yrs, a homeless, lives in a park sleeping on a table under a covered BBQ setting for the public. What you see are his worldly possessions, the bag on the ground has a change of cloths to go with the plastic slip on shoes, the fishing rod was given to him, and the wheelie chair was left beside a lifeline bin, the seat cover is worn so he covered it with a plastic shopping bag. He washes in a nearby public facility for swimmers.
I do not believe I have been able to capture a true picture that tells of the poverty Clive lives in, he was only to pleased to let me photograph him fishing, if he catches a fish a local fish shop near the pier will cook it for him.

I think you did get comments from some scoring under 4, based on score from commenters being more than .3 less than avg score. Personally I scored it a 6 and no higher for the same reasons as other comments. It's a nice picture but this guy doesn't look in poverty and it appears you're trying to shoehorn it in with the title. That rod, (walker?) chair and clothing don't look cheap. The picture looks noisy, but it's probably just the actual textures of the scene.

The poverty really wasn't captured in the photo. This could be any old man with a walker having a day of fishing in his retirement. That says a lot for Clive. He has managed to maintain his dignity under his extreme conditions. His clothes are clean and neat and his possession are in a neat little duffel. He could be any one of the myriad of old retirees here in Florida. I hope you give his a copy of this excellent portrait. I think he would treasure it.

What I like most about this photo is the honesty. Being poor doesn't equate to messy-haired kids with dirt smudged on their faces as too many photos in this category try to portray.

Your title actually made me want to score this lower. I think the photo should tell the story on its own and not rely so much on a wordy title.
