 My "go" at it...

open original

open original again in Camera Raw, then adjust to bring out water - open from CR then drag on top of original and adjust opacity of new layer, then mask to blend top part down a bit.


dup layer - curves to strong contrast

dup layer - high pass sharpen, then adjust opacity

dup layer - (in CS3 Image Ajustments) Black & White set to Overlay, then adjust opacity

merge down - save - open new image in camera raw - adjust blacks and clarity to taste.
