A brief edit used on this 640pixel image from joynim
Soft clone brush set at 5 pixels - opacity at 90%. Cloned hair and face on woman on right. Used shadows on face to darken and define face where image loss had occurred.
Same approach for woman in middle. Cloned hair next to areas with loss using small clone brush at opacity near 90%. Used blur brush on both faces to smooth (10 pixel size at about 20-30% opacity)
Adjusted levels and brought in 'black' to about 15-20. Applied Un-sharp Mask at 25%, 50 pixels, 0 threshold to increase local contrast.
A bit of cloning on the sky to remove imperfections.
I didn't take a lot of time with it - maybe 10 minutes. Using a larger file size and blowing up the areas to really focus on the flawed areas in the photo is the key here to get good results.
To keep details of an area that you are cloning - use high opacity.
