 I have no idea. I saw, hit the brakes and grabbed a couple shots. Look at the guy under the laundry line to the right of the statue's leg - that gives some sense of scale. Appears to be hollow with a pipe framework based on the chunk missing and what I could see in the original.

Not your typical neighborhood lawn ornament.
